drivers: misc: add snapshot of APDS9930 driver

This change adds APDS9930 ambient light and proximity driver to
configure ambient light and proximity sensors.
This snapshot is taken from commit 430da15cfdc2 ("soc: qcom:
rpm-smd-debug: initialize variables and check for return value") with
checkpatch warnings fixed.
