ARM: dts: msm: enable halt for kgsl SMMU on msmtitanium and msm8937

Enable qcom,enable-smmu-halt option, for kgsl SMMU,
which would register a notifier on regulator based
on which SMMU halt/resume decision would be made.
We need to enable this option for msmtitanium and
msmthorium as hardware doesn't have capability to
halt SMMU when there is no on going traffic. So,
we explicitly need to enable software controlled
halt/resume functionality.
