platform: msm: Add QPNP PMIC vibrator driver

Add QPNP PMIC vibrator driver

The vibrator is connected on the VIB_DRV_N line of the QPNP PMIC.

The vibrator can be controlled manually or by the DTEST lines.
It uses the timed-output framework to interface with the userspace.
