defconfig: Enable CONFIG_SCHED_DEBUG for perf_defconfig 



Enable CONFIG_SCHED_DEBUG for msm8937-perf_defconfig and
msmcortex-perf_defconfig to address the VTSKernelProcFileApi
test case failures.
