ARM: dts: msm: remove incorrect speed bin 1 specification for msm8996v2

MSM8996v2 does not support speed bin 1; therefore, remove
incorrect speed bin 1 configurations for msm8996v2.  These
properties were accidentally introduced by this change:
97e3761a ("ARM: dts: msm:
add support for speed bin 1 parts for msm8996v3").
