defconfig: 9x40: Add support for PTP clock and 802.11Q

This enables CONFIG_PTP_1588_CLOCK, CONFIG_HAVE_GENERIC_DMA_COHERENT
CONFIG_VLAN_8021Q, and CONFIG_INET_LRO. These are necessary for the
Neutrino ethernet driver which supports Ethernet Audio Video
Bridge (EAVB) and requires these features in the kernel.
