ARM: dts: msm: reduce VDD_APCC CPR open-loop voltage margin for msm8996v3

Hardware characterization has found that it is possible to lower
the CPR voltage margin for power and performance cluster
frequencies above 600 MHz.  Reduce the CPR open-loop voltage
margin by 50 mV for the corners corresponding to these cluster
frequencies.

Also, specifically allow the open-loop voltage for the 633.6 MHz
corner of each cluster to be lower than that of the 576 MHz
corner in order to provide the maximum possible power savings.
