ARM: dts: msm: add cpufreq/devfreq speed bin 1 boost freq for msm8996pro

Update the cpufreq device with the MSM8996-Pro speed bin 1 boost
frequency for the CPU power cluster.  Also update the cpufreq to
devfreq device frequency mapping so that it includes the new CPU
cluster frequency.
