ARM: dts: msm: enable apc1_vreg CPR dynamic floor voltage for msm8996v3

Configure apc1_vreg corner 1 as a CPR dynamic floor voltage
corner (this corresponds to performance cluster @ 307.2 MHz).
Also change the corner 1 max floor to ceiling range to 80 mV.
This ensures that corner 1 is able to run at a lower closed-loop
voltage while at the same time ensuring that the VDD_APCC voltage
never drops below the safe corner 1 closed-loop voltage.
