defconfig: msm8937: enable access to config file

Configs CONFIG_IKCONFIG and CONFIG_IKCONFIG_PROC are needed to
access .config file through /proc/config.gz. without this file,
VtsKernelConfig(require configs CONFIG_UID_SYS_STATS and dependent
CONFIG_PROFILING) and other tests are failing since these are
not able to find the required kernel configurations.
