ARM: dts: msm: Add Neutrino ethernet to MDM9640 MTP 



Add the Neutrino ethernet to the MDM9640 MTP device tree so that
the correct driver gets chosen during probe. Enable PM GPIO3 for
enabling power supply to Neutrino.
