qpnp-fg: fix resume_soc_raw in charge_full_work

SOC is held at 100 when charge termination happens and monotonic
SOC goes above 99 by using charge_full flag. Fix resume_soc_raw
used in charge_full_work so that charge_full can be cleared when
battery SOC drops below resume SOC threshold.
