defconfig: arm: msm: Enable MSM_PERFORMANCE config flag

Enable MSM_PERFORMANCE and MSM_PERFORMANCE_HOTPLUG_ON
config flags for both 64bit 32bit modes in
msmcortex_defconfig and msm8937_defcofig files.
