edac: cortex_arm64_edac: modify sbe detection to use perf events

Currently the pmu counters for single bit error (sbe) detection
are managed via a local set of functions. The perf event
framework in the kernel provides a generic interface to
the pmu counters. Using the framework re-write single bit error
detection to be more portable.
