defconfig: msm: enable missing regulator drivers on perf defconfig

Enable compilation of the stub, proxy consumer, and mem-acc regulator
drivers in the performance defconfig. By doing so, the debug and perf
defconfigs are in sync with respect to regulator drivers. Also, ensure
the config options are declared in the appropriate order.
