clk: msm: gcc: Do not check for halt during clock disable

gcc_usb_phy_cfg_ahb_clk clock does not require to poll for the halt bit as
it waits for the signal from NOC to go low once all the transactions on the
NOC are completed. Thus add the flag to remove halt check.
