regulator: cpr3: add support for CPR4-compliant controllers 



Augment the cpr3-regulator driver to support CPR4-compliant controllers.
Also, introduce the cpr4-apss-regulator driver to handle CPU subsystem
specific power requirements for msmtitanium chips.
