ARM: dts: msm: Add BCL mitigation configuration for msmtitanium

Add battery voltage, current and low SoC thresholds for msmtitanium.
The BCL module will mitigate the CPU's, when battery reaches the low
voltage threshold, high current threshold or low state of Charge.
