defconfig: arm: Enable MSM_RUN_QUEUE_STATS for MSM targets

Enable collection of runqueue statistics, and their export to
userspace via /sys/devices/system/cpu/cpu<N>/rq-stats/.
Enable MSM_RUN_QUEUE_STATS for msm8937 SoC in msm8937_defconfig
file and msmtitanium SoC in msmcortex_defconfig file.
