defconfig: arm64: Enable ICE defconfig for msmtitanium

Enable CONFIG_MMC_SDHCI_MSM_ICE for Inline Crypto Engine(ICE)
support and CONFIG_MMC_CQ_HCI for command queuing support on
msmtitanium.
