ARM: dts: msm: Fix USB DT entries for fermium

Add vbus OTG regulator and enable auto_suspend_delay
after suspend or disconnect to avoid putting hardware
in low power mode during enumeration when SUSP irq
is fired immediately after setting RS bit.
