ARM: dts: msm: enable regulator in VFE node for MSM8937 



VFE clocks need VFE regulators to be enabled to turn on clocks.
Change enables the regulators before the clocks are enabled
and disable regulators after clocks are disabled.
Also added same for MSM8917 and MSM8953.
