defconfig: arm64: msm: Enable CONFIG_MSM_SCM_ERRATA

Enable the scm-errata debug driver. This allows enable or
disabling select hardware errata workarounds via debugfs
for debug or profiling purposes.  It should not be enabled
in production systems.
