ARM: dts: msm: specify PCIe PHY ver on MSM8996 v3

Add devicetree entry for each PCIe node to specify
the PCIe QMP PHY version used on MSM8996 v3. This
will make PCIe bus driver choose the correct PCIe
QMP PHY sequence.
