ANDROID: GKI: thermal: thermal_sys: Add configurable thermal trip points.

Modify enum thermal_trip_type to add configurable thermal
trip points of THERMAL_TRIP_CONFIGURABLE_HI,
THERMAL_TRIP_CONFIGURABLE_LOW, and THERMAL_TRIP_CRITICAL_LOW.
