qlcnic: Fix diagnostic test for all adapters.

o Driver should re-allocate all Tx queues after completing
  diagnostic tests. This regression was added by commit id
  c2c5e3a0 ("qlcnic: Enable
  diagnostic test for multiple Tx queues.")
