qcacld-3.0: Fix incorrect regd value for ETSI13_WORLD

In the current implementation, ETSI13_WORLD = 0x28 which is incorrect
when compared with regulatory master sheet which can lead to failure of
ETSI13 regd test cases.

To fix this, set ETSI13_WORLD to 0x27 as specified in master sheet.
