qcacld-3.0: Remove reachable QDF_BUG(0) in wma_vdev_start_resp_handler 

While handling the WMI_VDEV_START_RESP_EVENTID WMI FW event a reachable
QDF_BUG() can occur, because the message coming from out is not
reliable.
