qcacld-3:0: Reset pkt state if already subscribed

While enabling packetlog, a check is kept to
identify the case where wdi subscription is
already done, but the packet state is not set
properly inside the check before returning.

Set the packet state properly inside the
check for wdi subscription before returning.
