ARM: dts: msm: add VDD_GFX CPR configurations for msmcobalt v2

Various CPR parameters and the set of supported GPU frequencies
change between MSMCOBALT v1 and v2.  Specify the v2 values for
the VDD_GFX CPR regulator device.
