defconfig: arch: arm64: Disable CONFIG_CC_OPTIMIZE_FOR_SIZE defconfig 



Disable CONFIG_CC_OPTIMIZE_FOR_SIZE as this is no longer needed
in recent targets. CONFIG_CC_OPTIMIZE_FOR_PERFORMANCE is enabled by
default.
