power_supply: add POWER_SUPPLY_PROP_{COLD,HOT}_TEMP properties 



Add POWER_SUPPLY_PROP_COLD_TEMP and POWER_SUPPLY_PROP_HOT_TEMP
properties to represent Cold and Hot JEITA thresholds of the
battery.
