Revert "cpufreq: Call cpufreq_update_policy() during cpufreq_stats_init()"

This reverts commit f30be559.

cpufreq_stats now calls cpufreq_stats_create_table() directly in
cpufreq_stats_init(). It's no longer necessary to call
cpufreq_update_policy().
