ARM: dts: msm: Add A57 core phandles for BCL frequency mitigation

Add frequency core control list for BCL mitigation
on MSM8994. This will enable to select only the
cores that need frequency mitigation under BCL
condition. Currenly configure all A57 cores on MSM8994.
