ARM: dts: msm: Reduce the PIL driver Venus proxy vote time

PIL driver puts proxy vote for 5000 ms of time. Venus can go to
power collapse after 2000 ms once it is reset. So if Venus tries
to go to power collapse between 2000ms to 5000ms this proxy prevents
gdsc regulator shutdown. Hence reducing the proxy vote time so that
it is less than minimum possible venus power collapse time.
