gpio: qpnp-pin: Add support for ULT MPPs

ULT multi-purpose pins (MPPs) support a smaller set of features than
other types of MPPs. In particular, bidirectional mode and pull-up
configuration are not available. Update the qpnp-pin driver to identify
and correctly limit the configuration of ULT MPPs.
