power: smb1360: Add workaround flag for battery detection

The SMB1360 1.0 cannot do a BMD (battery missing detection) when
the DCIN is not present. Add a workaround flag to indicate this.
As a consequence avoid the min_soc irq handler processing if
the battery is absent or this workaround flag is set.
