ARM: dts: msm: Reduce Krait-DDR IB votes from CPU driver for 8974Pro

Since the cpubw-krait driver now does dynamic Krait-DDR bandwidth voting,
the CPU driver no longer need to vote for a different Krait-DDR bandwidth
for each CPU frequency. Instead, just vote for a minimal bandwidth to cover
for cases where the cpubw-krait driver might be disabled.
