usb: storage: enable scsi auto-suspend for USB UICC devices

The USB UICC devices have storage interface along with smart card
interface.  These devices will be always present.  Enable scsi
auto-suspend for these devices.  The smart card class driver
enables the auto-suspend of the USB device.
