ARM: dts: msm: fix SVS quotient adjustment for APC1 regulator on msm8992

As per the recent hardware documentation, fix the quotient
adjustment specified for SVS fuse corner on APC1 CPR regulator
of msm8992.

In addition, modify the quotient offset adjustment for nominal
fuse corner which is associated with the above change.
