power: smb349-charger: Fix power supply detection

SMB349 charger uses APSD(Automatic Power Supply Detection) to identify
power supply type. In case if automatic detection fails, always
return power supply type as SDP to USB driver, USB driver then does
negotiation with the host to identify the actual type of supply.
