ARM: dts: msm: update APC0 SVS2 ceiling voltage for msm8994 



Currently, the APC0 ceiling voltage for SVS2 is 800 mV which is not
consistent with the voltage plan documentation. Hence update the APC0
ceiling voltage for SVS2 to match the latest documentation.
