msm: camera: isp: Adds compat ioctls for DQ and cmd_list.

This patch adds compat ioctls for VIDIOC_DQEVENT and
VIDIOC_MSM_VFE_REG_LIST_CFG, for handling 64bit kernel - 32 bit user space
use case. The compat ioctl copies data between kernel and user space, with
respect to types, which change size.
