ARM: dts: msm: update the interpolation for APC CPR regulators on msm8992

As per the recent hardware recommendation for 8992, initial
voltage interpolation and quotient interpolation settings are
not allowed for certain virtual corners. Update the max voltage
scaling factor and max target quotient scaling factor for
APC CPR regulators to achieve that.
