defconfig: msm: Enable CONFIG_PANIC_ON_RECURSIVE_FAULT

Panic upon the detection of a recursive fault during task
exit, rather than putting the task into an uninterruptible
sleep. This avoid a class of crashes that may leave the
system inoperable, but not result in a reboot and collection
of a system ramdump.
