ARM: dts: msm: Update BCL Ibat thresholds on MSM8994

Update BCL Ibat thresholds to reduce BCL threshold
interrupts triggering too often. This will minimize
contention between thermal and BCL mitigation which
eventually leads to thermal runaway.
