ASoC: wcd_cpe_core: Avoid CPE bootup if clock enable failed

When the clock enablement for CPE fails, currently driver is still
attempting to boot the CPE, this results in continous watchdog bite
interrupts from CPE. Fix such cases by avoiding CPE bootup attempt if
the clock enablement for CPE failed.
