ARM: dts: msm: Use PMD9635 regulator devices for MSMKRYPTON

Use PMD9635 qpnp-regulator devices so consumer requests can control
regulator state through SPMI transactions.

Since RPM control is not yet available to control system level
constraints, configure always-on regulators such that they cannot be
disabled and so that they are always in high power mode (HPM). This
set of regulators consists of LDO 2, 3, 6, 11, 13, 15, as well as
SMPS 2, 3, and 4.

Finally, add a stub regulator for LDO 3 corner regulator to support
consumer requests in terms of corner voltages and maintain the
default voltages for VDD_CX set in the SBL.
