Revert "cpufreq: interactive: Skip delay in frequency changes due to migration"

This reverts commit c4696dc6.

Commit c4696dc6 caused large regression in some benchmarks where
migration is rampant. Such behavior resulted in frequent drop in
frequencies that hurts the performance. Temporarily reverting the
commit while looking for a better solution.
