power: qpnp-smbcharger: support enable/disable jeita temperature hard limit

Support enabling or disabling the jeita temperature hard limit in charger
through qcom,jeita-temp-hard-limit property. If the property is not
specified, then the jeita temperature hard limit will have the
configuration done by the bootloader.
